[RBG7-L] - Enter form with a scrolling region

I am trying to create a form with a scrolling region to enter data (1 to
many).  Everything works fine except that it will not move to the second
tier after a row is entered.  It sticks on the first tier and the previous
record disappears.  What could I be doing wrong? My form is similar to the
OneToManyScrolling form in CONCOMP.
