Hi all,
I have had the same problems as you with the same startup errors and
a wrong cfg file. I think beacause of the other Windows regional
settings in germany. 
Therefore I have changed the settings in rbengine.cfg :
DATE FORMAT DD.MM.YYYY
DATE SEQUENCE DDMMYYYY
*AND*
I have change the settings in rbengin1.msg (at the end):
DD.MM.YYYY
DDMMM+YYYY
And now it works perfectly!
