To answer your question - YES - you can have a picture as the form background.  There are a couple of ways to do this ...
 
One way - To see an example, open the sample database, Concomp, and and see the form, ApplicationMenus.  It uses Custom Wallpaper - see the icon that looks like a blue screen.  In the wallpaper properties, you can select your image file.  Usually it's recommended that you place the Wallpaper on the form as the LAST object so you can select and move other objects without including the wallpaper in the selection.
 
Another way - you can just place and image using the image control on the Additional Controls toolbar.  Size it as big as you want then place your other objects on top.
