Effective with the official release of Update 78 for R:BASE 7.1
for Windows to be released soon, as well as 7.5 (private beta)
and R:BASE V-8 "Turbo" for Windows, the system tables used in

SYS_MERGE, and SYS_REPORTS3) will always have SELECT permission,
regardless of the user.
