I've got something setup now but I get the message

The application or DLL [executable directory]\gridcolor.rbl is not a
valid Windows image.  Please check this against your installation
diskette.

What does this mean?

Would there be a way to do this with only having one rba?

With the external file I can connect to the database find the needed
values disconnect and then launch the correct menu which then connects
to the database.

If there were two rba's wouldn't the user have extra work to do to get
to the primary application?

R:BASE 7.x for Windows Application Designer (Update 78 and higher)
includes an option to achieve that goal.

Application Designer | Properties | On Start Action ...

You can also define custom [Actions] in Application Designer to handle
each situation accordingly. Each user will access the same application
as well as the same interface. Clicking on appropriate button or menu
option will divert them to appropriate database/application, etc.,
including the parameters set to that particular action.

Also, I'll prepare an example for you to demonstrate the use of passing
parameter(s) to start another application via .RBA.
