It sounds like a corrupt RBENGIN3.MSG file with zero byte.
Check the file size of RBENGIN3.MSG, you'll notice the file
size a zero byte.

In such situation, here are your options:

01. Replace the file with good one from another workstation
    or backup.

02. Apply the latest update that include more updated
    RBENGINE files. http://www.rbase.com/rbg7updates

03. Don't let anyone mess with your Windows 2000 server <g>
    Keep a close eye on those weasels and anteaters.
