Thanks all for your suggestions.  I will have to wait for a few days until
their IT person comes in to check the network.  I think it must have to
do with the network rights because the RBASE.DAT file is being read
fine from the other 2 computers.  I also had them recheck the icon
properties to make sure the non-functioning one is the same as the
ones that work.

Is there any difference in network rights to the application directory from one machine to another?

Subject: [RBG7-L] - Network Question

Hello All,

I have a 7.1 application installed on a network;
the application is on the server with the Runtime
files on the individual computers.  Two computers
are working just fine but on the third when they try to
start the application, they get the error message
"Cannot read system file RBASE.DAT".
The code-locked RBASE.DAT file is in the application
directory on the server.  All computers involved are
running under XP Professional (with Service Pack 2).

Any ideas on what to look for on that 3rd computer?

What I have done so far is to try removing the TEMP
file direction commands from RBASE.DAT.  Also I made
sure that they can SEE the application directory from
the computer that is not working.
