In that case,

01. Un-install R:BASE 7.1 for Windows using Add/Remove Programs.

02. Delete RBG7 directory (C:\RBTI\RBG7).

03. Re-Install R:BASE 7.1 for Windows using the latest full-installer CD.

04. Apply the latest updates.
     http://www.rbase.com/rbg7updates

05. Start RBG7

     Depending on your purchased RBG7 License, enter your 20 digit RBG7
     License Key when prompted.

06. Customize any settings, if you wish.

07. Database Explorer | Applications | Highlight Application | Run
