You're right and it goes back pre 4.5 how this "evolved" in this fashion.
The tip off that a little rewrite is needed is where the check for ready is:

(status = " " OR status IS NULL)

i.e., I don't even know what the value is!

It's like Sex = "M", "F" or NULL
