I just tried it and got the same results you report -- setting the transparency option does affect the order in which the EEPs fire (and presumabely the problem I was seeing yesterday, in which the EEPs sometimes don't fire at all). So far, that's two possible ways to "fix" the problem -- changing the values in the checked/unchecked values properties and turning the transparency off.
