I have never had a large following as master of the inelegant solutions.
Bill would be the better choice.
But it would seem that in a multi user environment, with two rows in MainMenu, and two users returned at the same time to "Delete Rows in ... where count <> 1", wouldn't one fail? I.e., the last row would not be deleted?

In this case, it was that the row got deleted, not that there were extra rows.
There are a number of ways to avoid this (trigger, rule, counting and adding a
row before editing), but I find I do better if I let Bill, or one of the other
developers, figure out all the ramifications of each method rather than
reinventing the wheel myself.  I remember Bill's solution was quite elegant (as
indeed is the man himself).
