I thought that a recent update had addressed the need for this:

   GRANT INSERT, UPDATE ON `SYS_Layouts3` TO PUBLIC

but I still have the command in my start-up command file - just in case.

If you still have an older version then give it a try.

I converted a 6.5++ database to 7.1, following all the prescribed
conversion
procedures. However when I open a table directly I get the above message.
I tried RELOADing the database, and that solved the problem until I
disconnected and re-connected the database and the message returned.

It doesn't appear to affect the operation of the database, but must not be
a
good thing.
