Instead of setting the height of the detail and footer to zero, try right clicking in the detail band and "uncheck" the visible option. Same with the Break footer. This will insure that no paper space is consumed by these regions. While it would make sense that "0" would mean no space, if you have a fair amount of detail data, it could be generating the observed space. Making the sections not visible has worked nice for me.
