I had saved the part numbers I wanted in the first table and then I would get the "resources not available..." when I went to delete all rows. It didn't seem to matter if I changed the EDIT ALL to DELETE ALL ROWS...
The "resources" problem occurred when there was an PK row still out there finding the FK. Not so much as to how many rows were being processed.
I assumed that rows were deleted up to the point of the first constraint violation but didn't seem to be the case. Once I deleted those on the FK side, all deleted OK.
A bit late. I'll look at it again tomorrow, but anyone else see similar behavior please let me know.
