[RBG7-L] - Cursor not visible when edit form comes up

With echo set on, I get this:

edit using aisie where count=insert
SET VAR RBTI_FORM_COLVALUE  = 'A758185'
-ERROR- Unrecognized command - retype it (  40)
SET VAR RBTI_FORM_COLVALUE INTEGER = '999'
At the point of the error, (if messages are set off and echo is off) there 
seems to ba an unexplainable pause where a cursor is expected to be seen.
Pressing [Enter] then makes the cursor visible in the expected first field.

what could be causing this error?
