If the requirement does not have to be "real time" you can copy all or part of your data base for the user to create their own reports. (Update their copy of the data as required.) I use to do this years ago with the drawback being changes to the real data base and reports couldn't conflict with what you let them do.

And, unless you have a very sophisticated user, it's easy in the long term to have them provide you with the requirements and you make the reports. Most of my users when talking about "custom reports" are really asking for new sorting/selecting to existing reports.
