If the original form was designed as 800 pixels wide, you
wouldn't use the '400', because that is not the original
concept of implementing SCALEBY property.

Find the exact purpose of this cooooool feature by reading
the "Tip of the Day: Using SCALEBY Property in Forms" and
the original reasoning behind this feature.
