One way (ver.  7.1 ) is to use page style.  In your report, click the 
REPORT button and check the PAGE STYLE option.  This will add
a band below your Page Footer band.  Drag this band down so it is
as long as your paper size (or as far as you want your lines to be.)

The draw your vertical lines the entire length  of the Page Style band.
When your print your report, the vertical lines will appear from top to
bottom.  If you do not want the lines to appear on the page header
or report header area, you need to drop the lines down the same distance
on the Page Style band as the Header Bands are.
