Beth, they are French and probably from the late '80's.  I have two 
sets.  My sew up set is in 650c and came with a 1990 Quintana Roo
Superform.   The other is a 700c clincher set given to me by a friend 
(from his deceased brother's stash).
Both use cup and cone bearings and take freewheels.  The 650c set has 
18 radial spokes on front while the rear 8 radial on left and 16 cross 
one on the right.  These spokes are quite thin and flat bladed.  I time 
trialed and did tris and duathlons on these wheels.  They are tough.
The clincher wheels are similar to the sewups:  front is 24 radial 
spokes and the rear is, interestingly, 10 radial on left and 20 cross 
one on right.
The spokes on clincher 700c rims are heavier than the sewup wheels.
The freewheel threads on my wheels are English.
