I too have derailleur cable splitters (from Bruce Gordon) on my All-Rounder.  I 
have not swapped bars as often as I thought I would, but it is nice to know it 
is easy to do.  I set mine up with the type of front cable hanger that clamps 
to the stem (rather than in the headset stack) and with canti straddle cable 
yokes (basic DiaCompe ones) that easily unclip from the straddle cables.  Since 
the top tube cable guides are slotted (and I assume yours on the Atlantis are 
as well) I can swap bars by simply unclipping the straddle yokes, unthreading 
the adjuster from the rear cable hanger, removing the downtube shifter boss 
cable stops, and removing the stem.  Since the stem mounted cable hanger is 
positioned down against the top of the headset, it determines the stem 
insertion, and there are no readjustments when putting it all back together 
(except the rear hanger adjuster).

I've not had any cable fraying issues in almost 2 years of use.
