I have the earlier catalog with the earlier Riv models. The larger sized Riv Standards use the All Rounder lugs (developed in conjunction with the Waterford guys) --- and maybe the elusive Riv MTB that was featured in that catalog also.
So my guess is that the lugset on the ebay Riv is the All Rounder lugset. The (smaller) Riv Standard is the only model that used that Sachs lugset (Sachs himself used a worked up version on his own anniversary models, and I think a special Waterford model -- chromed something -- used the same lugs). As for the serial no, the Waterford Rivs uses the Waterford coding system.
