I think you could probably do a 40 mm tire under these Planet Bike Cascadia hybrid/touring fenders. I had some 35s with plenty of room to spare. I like Berthouds a lot, but the Cascadias have been my standard fenders lately.
The BB is a Phil 113 offset a few mm to the right.
