I've rented a Burley D'Lite a couple of times, and it's worked well. The
attachment is low and solid, so if the bike dumps over, the trailer
shouldn't. 

Burley also makes (or maybe _made_) a flat-bed version for carrying loads.
No reason you couldn't modify one to make the other.
