Coult it have something to do with technique - Might it be that you are trying to "turn" the bike with the bars at slower speeds? Bikes are always countersteered, but at slow - i.e. walking - speeds, you can turn the bars like an automobile - in the direction you wish to go. Maybe there's something you are doing differently when your speed drops down. Obviously, there a lot of other variables with respect to position, tires, geometry, weight distribution. I'd probably start by striping them both down and seeing if you can create similar handling with position. Actually, before I tried that, I'd probably go through the headset, hubs and other parts of the drive system to make sure there aren't some mechanical issues. And, you might also check the frame under good light to make sure there aren't any hidden cracks.
