Here's how I see it. You can't have a steep head angle, a short top tube and room for wide tires with fenders all at the same time lest the tire hit the down tube, or at least be too prone to hitting the rider's feet. So, Salukis and Sams have shallow head angles and long top tubes to accomodate wide tires and fenders. A Ram is a more sporting design, it won't take quite such wide tires, and a touch of TCO might be allowable given its normal use. So, it can have a steeper head angle.
