A fun fantasy but I doubt Riv has the capacity or the ability to provide bikes in enough bulk at a low enough price for a government contract.
On an fun note, one summer i had a temp job working in an office that looked out on the parking lot for the Berkeley, CA police dept. One afternoon I saw some of the officers departing on a recreational ride (they weren't in uniform) and one of them definitely had a green Rambouillet. I'm not sure if they were bicycle officers, but it would be pretty funny if they rode those awful mt. bikes on their beat and then switched up to a Ram for fun.
