Yes, you can. In the West, you often have no other choice.

bicycles are illegal. This requirement applies to ALL state highways
regardless of presence of or planning for “bike route” signs. The only
state highway locations where NMDOT is not specifically required to
provide for bicyclists are the Interstates within Albuquerque and Las
Cruces. "
