Interesting info. I'm not an attorney, but I would suggest that the general mindset of mass-production bicycle manufacturers is that their products would be used by children. Children just beginning to learn to ride a bicycle are probably more likely to plant one foot on each side of the bicycle when dismounting in an emergency. In providing this crotch-to-tube distance advice, however marginal, the manufacturers may have been addressing their legal imperative to warn the purchasing parents of a potential product hazard.
