Assuming the bike isn't so huge that you are compromised in other areas of riding it, I don't really think it is a safety factor for anything but very rough off road riding. Me personally, I am okay with mild TT contact standing flat footed on level ground, but that is about as tall as I want my bikes to get (so I would want to factor in the biggest tires that I might conceivably use in deciding how tall to go on the frame). I personally don't like to go shorter than 9cm for the stem when using drop bars, so the TT length also factors in...
