Patrick, have you tried simply using kilt-length socks? Is there a specific reason you want over the knee? From years of wearing a kilt in all types of weather, there is very little reason to cover the knees (except when crawling over ice flows at -10˚F, which peals the skin right off). You may be able to get by with tall socks that anchor above the calf.
