They have; they're called garters. Seriously, back in the days before good sock elastic, when your cotton or wool or silk socks were all cotton or silk or wool, men (even!) wore elastic sock garters; I'm old enough to remember my father's from the early '60s -- he no longer used them, but he had a few pairs in his sock drawer (where he kept the "paddle stick"). They encircled the calves.
