For a little less, but still a very nice wheelset, get an Ultegra/A23 wheelset. I can't praise the A23 enough. I've had good experience w/ Velo Mine on ebay before: http://www.ebay.com/itm/251468765741 As for tires, Challenge Eroicas are my recommendation. There were/are some for sale for $100 on here recently. They run about 32mm and should just fit.
