Not an under the top tube, but I have been using the PDW Big Sliver for about a year now. https://www.ridepdw.com/goods/inflation/big-silver Its small enough to hide out of the way under a bottle, but its also big enough to properly inflate a tube with less than the usual 50000 stokes of a minipump.
