I doubt it. Customs start at $3,500 the last I heard, and that in Indian terms is almost RS/- 2.2 lakhs, or almost 220K Rupees. That's frame, fork, and headset. When I perused the all-India cycling discussion list, whose name I now forget after having lost all my bookmarks, many of the posters were asking what they could buy for, say, RS/-25K ... $400.
OTOH, there are so many more Indians nowadays who are cross-cultural, pan-geographic, and whose finances are Western, and who import the latest Carbon Fiber, so ... Still, those who can afford to buy bikes expensive by American standards are few indeed. But here's a shot of a typical Indian with a double top tube!
