As part of an effort to get Rumpkins & SKS45 fenders to work together on my 
wife's Betty(see separate post) I decided to swap wheels with my Saluki, 
which has 38mm pari moto tires.  I wanted to see if the rumpkins would fit 
that bike.  When I put the front wheel on and spun it I got a repeating, 
light rubbing like noise on each revolution.  Try as I would I could not 
see where the tire was rubbing.  After awhile I suspected that it must be 
the bolt under the fork crown, and that perhaps the rim had a tiny high 
spot.  I took it off and put it on the truing stand, with the tire still 
mounted.  Spun the tire and low and behold could hear the same noise at the 
same spot on each revolution.  I checked out the hub; it was OK.  I 
squeezed the tire, which had been deflated to get it off the Betty, and it 
squeaked.  I pumped the tire up to 40 lbs. and put it back on the stand. 
 It ran true and perfectly quiet!  I put it on the Saluki and it fit - a 
bit tight but manageable.

Mystified but satisfied.
