According to this post (with photos) from the Amtrak blog (granted, it's almost a year old), the new baggage cars were to begin testing and were supposed to be delivered by the end of 2014. Obviously that didn't happen, but at least things are progressing; maybe that Amtrak rep Marc spoke with will be proven right about a 2015 delivery? http://blog.amtrak.com/2014/06/new-baggage-cars/
