I was in a similar situation last year.  A friend wanted to buy a new bike; 
his budget was about half of your friend's.  He met me for a ride on two 
occasions.  He had an old mountain bike with the bars below the seat.  As 
we rode, he commented on my more upright riding position and how 
comfortable it looked.  He asked many good questions.  I even offered to go 
with him to look at bikes.  I gave him a Riv mailer, too.  He ended up 
buying a new bike.  Bars are still low and it has narrow tires 700x<28.  He 
now wants guidance on fatter tires and higher bars.  In hindsight, I would 
have taken him riding on some mixed terrain (gravel and dirt).  In the end, 
I was reminded that some of us learn by experiences, me included.
