Benedikt, I'm not sure why mine is peeling. It could have been caused by me, as I have a stand, and I theorize that I might have unthinkingly clamped the bicycle on the decal, instead of on the seat post. Oh well.
It appears that the conventional wisdom is leave it alone - don't try to somehow scrape it off. I guess that's what I'll do.
