I do know a guy with a Ti basket/porteur rack on his commuter bike. He works at well-known Ti frame shop and I assume it's mostly scrap tubing. Probably very $$$ and no better than 4130. You need a legit porteur rack. Haulin' Colin racks are nice; I love mine.
