The Luna looks like a satin finish stainless, at least in the photo on
the SJS Cycles site.  The Berthoud rack is painted, but it looks fairly
like the Luna.  Compare this enlarged photo of the Luna:

I've had the Berthoud rack since 2005, and aside from one 40 mile ride,
I've always had a bag on the rack.  (That's over 10,000 miles, by the
way.)  The finish shows no signs of scuffing or deterioration at all.
The rack's never loosened up or rattled.  I'm quite happy with it.
