That's kinda my read of the situation as well, at least as it pertains to 
those Starck/Bell years. 

The geometry was still more or less standardized per size, but the tubes as 
specified by Grant or whomever were all over the place, and obviously for a 
reason.

The original paperwork for my '99 Joe/Joe Road shows something like four or 
five different kinds of tubes, including Vitus, two different flavors of 
Reynolds, and something else random but obviously appropriate. The build 
sheet check list shows about a dozen different braze-on options as well. 

I think this was what they called the Semi-Custom, and maybe the ones 
straight off the peg were the Standard? Dunno for sure.

As an aside, it's funny to see a spec sheet from RBW with every size from 
49cm to 63cm in single centimeter increments. Now it's your choice of 52, 
55, or 59, just get in there, you'll fit on something.
