Thanks for the shield suggestions. Early planning included the idea for 
chloroplast shields zip tied to bike and rack struts, but nicer weather 
prevailed. I've got some old cannondale panniers I can add behind the pegs. 
I had her try to put her foot in the spokes (without the wheel moving, of 
course) and the various struts and her leg length do a good job of 
preventing that (at least in theory). The accident reports remind us that 
weird stuff does still happen and I should make more of an effort to 
protect from the worst. 

Consensus seems to be that behind peg is the area to shield? I see Edwin 
says between struts. The panniers would handle both rear of rack struts and 
between but not in front. Edwin's lacing idea sounds really effective too. 
Thanks, I hadn't thought of that. 

I'll follow up with another picture once I mount the panniers.
