I used a leather hole punch on my VO Campagne bag and the VO integrated decauillier bar. I used the smallest punch and worked up to larger ones until the hole size took the bolts. Punched both sides of the leather strip (outside and inside).
The awl method sounds better. Use the punch to make the first small hole, then the awl to slowly open it up.
