Esteban, I had mine initially in the upper eyelet for plenty of clearance but have since moved it to the lower one so it sits lower and closer to the head tube for the best fit with the Berthoud dealer for my Tall Acorn Rando Bag. I attached the fender stays to the rack.
You should have plenty of clearance in the lower eyelets.
