I ride 2.1" Thunderburts on my first run Hunqapillar (so narrower clearances). One think I've learned is that less width is required in a highly flexible tire than a stiffer one. For example, my 38mm Barlows on my Quickbeam float over sand and handles rough terrain better than my 50mm Duremes did on the Hunqapillar. I've no idea how supple the Surlys are, but may be worth taking that into consideration.
