I think the one color paint schemes are selected to keep price down. Two tone means there has to be manual masking, in addition to a second run through the paint booth. Both those things add up, and it's hard to keep a lugged frame in that $1K neighborhood with a second color. Grant has always been on record as saying he prefers headbadges. I don't know the specifics of price, but I have to believe that there aren't a lot a folks making them these days, and even fewer who can paint them with any quality. It's hard to know the equation, but a $XX cost in the headbadge means you have to have -$XX cost elsewhere in the frame to bring it in at a specific price.
