I'm with Patrick Moore on this one. 

If you didn't replace the bottom bracket when you replaced the crank, I'd 
look there. Those old Shimano triples use wide spindles, ~125mm wide. The 
Sugino XD2 uses a 107-113, depending on the chainstay width. For your bike, 
I would guess anything in the range would be fine. But if you've got the 
Sugino on a 120mm+ spindle, I think your big ring might very well be just 
outside of the pull range of the shifter.
