I find that the Fly, mounted about 6" above the front fender on the 700c wheel, is just about right, but I've also mounted lights usefully about halfway up the fork, so I expect there is a range that I, at least, find good, below bar but above axle. I've tried low lights but didn't like the shadows they cast.
