You can't just "leave off the smallest" sprocket. You need a first position sprocket, i.e., a sprocket with a spacer built in; removing it and leaving the 2nd position sprocket hanging in the wind won't do it.
The way you make a Century Special 13-30 is to start with a 12-27. Remove the 12 and the 13 tooth sprockets. Replace the 13 with a first position 13. Now add a 30T behind the 27. Install on a hub. You can get first position sprockets. You can order them on Sheldon's site if your LBS can't or won't do.
