I had similar experiences in Tokyo last summer.  Everyone was so nice and 
respectful to each other.  Not the bay area experience I'm familiar with.  Due 
to a lack of bike lanes downtown, many rode on sidewalks.  I think they all 
rode step through because they were constantly putting their feet down.  They 
also rode with their seats very low I assumed for that same reason. Still it 
made me want to run around Tokyo with an Allen head raising everyone's seat! I 
thought it would be a great place for a smaller wheeled bike like a Brompton 
for the manueverability. I never understood the Tokyo Bike minivelo but now I 
do.

If you get to Tokyo, go to Blue Lug Hadagaya.  What a great bike shop!  Been 
meaning to share my photos from there but it's been a rough semester.
